That saying suits well on how Davao Mayor Rodrigo Duterte’s political serye is developing. After a series of dilly dallying, the potty mouted Davao Mayor finally gave in to his supporter’s request to run for President.
After announcing his plans to finally throw his hat off the presidential race in the 2016 Philippine elections, Duterte officially filed his Certificate of Candidacy for President Friday November 27 through Atty. Salvador Medialdea. Duterte initially filed COC as Davao City Mayor during the time when he’s still not sold on gunning for President.

Duterte’s decision to run as president came after the SET decision on Sen. Grace Poe’s disqualification on the the grounds of her not being natural born citizen. Duterte argued that he cannot accept a “foreigner” president ruling the country and that the decision of SET was an upfront to our constitution.
Together with Duterte’s COC is PDP-Laban’s Certificate of Nomination and Acceptance for their nominee Rodrigo Duterte.
Duterte is supposed to substitute PDP-Laban’s presidential candidate Martin Diño who filed his COC in COMELEC minutes before it closed on the last day of filling.
Diño’s COC however is under question after revealing it was filed as Pasay City Mayor instead of President which PDP-Laban claimed as only minor clerical error.
Election law expert Romy Macalintal said, Duterte might had a hardship substituting Diño because of it’s defective COC which can be taken as a void filling which cannot be substituted.
COMELEC has yet to decide on the matter, but PDP-Laban’s Sen. Koko Pimentel and his perceived running mate Sen. Alan Peter Cayetano are very sure, Duterte will be allowed to run under the substitution process.
